Valley City, ND (KCSi-T.V. News Feb 20, 2012) – Names have been released concerning a two vehicle accident on Highway One south of Interstate 94 southwest of Valley City Monday, about 12:30-p.m., claimed the life of an Oakes teenager.
The Highway Patrol says another person is in critical condition in a Fargo hospital. Four others were transported to a hospital and treated for injuries.
The Highway Patrol says a vehicle crossed the center line and struck another vehicle.
The Patrol says the driver of the car, 16 year-old Ashley Meyer of Oakes and her 17 year-old passenger, Danielle Brown of Oakes, were enroute from Oakes, to Jamestown when she lost control of her vehicle and spun into southbound lane and into the path of an oncoming minivan. The minivan hit the car on the driver side door.
The van was driven by a 79-year-old Richard Olson of LaMoure.
The van’s driver and passengers, a 79-year-old Rebecca Olson of LaMoure, a 55 year-old woman and a 59-year-old man from Jamestown, list as Paul and Janice McIntosh, were all taken to Mercy Hospital in Valley City for treatment of injuries.
16 year-old Ashley Meyer was pronounced dead at the scene. Her passenger, 17-year-old Danielle Brown of Oakes, was taken to Mercy Hospital and then to Sanford Medical Center in Fargo. Her condition update on Tuesday was not available.
BISMARCK, N.D. (AP) – Veteran Democratic state House members Ralph Metcalf and Phil Mueller won't seek another term. Metcalf says that at age 76, it's time for him to step aside. Mueller says he wants more family time.
Also…The widow of a state lawmaker from Fargo is launching a bid to win his legislative seat.
Margaret Mowery announced her campaign Monday to represent District 46 in the state Senate.
Republican Sen. Tom Fischer represented the district from 1997 until his death last November.
Mowery has been state director of the Covering Kids and Families program at the Dakota Medical Foundation and also has worked for the Fargo Public Schools.
Businessman Jim Roers also is seeking the GOP endorsement in
District 46.
Valley City, ND (KCSi-T.V. News) -- The Valley City Commission met in mid month, Regular Session on Tuesday, February 21, 2012. All members were present.
Approval of Consent Agenda items included:
A Game of Chance Raffle Permit for Sheyenne Valley Area Career & Technology Center, and Valley Quilters.
Also approved, the renewal of the House Movers Permit to Carrington House Moving Inc.

Resolutions
The City Commission approved a Resolution of an engineers report and directing preparation of detailed plans, specifications and estimates of probable cost for Paving Improvement District No. 99, and approved a Resolution declaring the necessity for Paving Improvement District No. 99.

New Business
Approved donating Sick Leave for Valley City Police Department employee, Lois Cahoon through June 30, 2012. Administrator Schelkoph explained that she had gone over the limitation,of hours used, and requested an extension, and approve another 600 hours. He said she is undergoing treatment for an illness.
Approved a contract with the U.S.Army Corps of Engineers, for Phase I Feasibility Study in the amount of $460,000. Commissioner Pedersen explained the Corps has given permission to move into the feasibility phase. The Corps says Valley City’s flood risk, in general, coupled with the rising Devils Lake, is high. He says the feasibility Phase I updates hydrology issues, along with an updated cost/benefit ratio. The time line is to start immediately and run through December this year, and before the start of the 2013 state legislature. The upfront city cost is $230,000, and with reimbursement from the State Water Commission, the cost would be $115,000. Pedersen said some in-kind contributions could reduce the city’s share of costs.
The City Commission approved up to $230,000 in a cost share agreement.
The City Commission reviewed the Valley City Floodway Acquisition Program. Commissioner Pedersen said for the State Water Commission to release $3 million dollars in flood property buyouts, the city is supplying information it requested.
If funding is set, letters to the effected property owners could go out next month.
The City Commissioners postponed any action pending review, until the March 5, 2012 City Commission meeting.
Approved a Renaissance Zone Application for Dutton’s Properties for a 5 year property tax exemption and a 5 year state income tax exemption, on the property improvements, for a project, and further designate it as VC-63, Valley City Renaissance Zone project. Commissioner George Dutton abstained from voting due to conflict of interest.
The proposed apartments will be constructed on presently unused property.
City Commissioners approved the Plastic Pavement Marking Project for 8th Avenue SW, Winter Show Road and Central Avenue.

Mayor Werkhoven noted that the recent snowfall was removed in good measure in all over town, and it was noted the new signage concerning parking and snow removal worked well.

Valley City, ND (KCSi-T.V. News) -- Valley City is hosting “Food Expo: Local Foods—Local Growers.”
On Tuesday’s (Feb 21, 2012) Wayne Byers Show on CSi Cable 2, spokesperson Sharon Buhr said, the event will be held Monday , February 27, 2012 from 7-8:30 pm in the Hi-Liner Activity Center in Valley City. Admission is free.
The evening will feature Sue Balcombs from FARRMS, with a 20 minute presentation on the topic: “WHY CHOOSE LOCAL.”
She said, 13 vendors from the Jamestown and valley City and the Fargo area will give presentations, about the types of foods they grow and sell…from produce to meat to eggs, to flour, to organic to gluten free to lactose free and more.
There will be free tasting samples and food samples using North Dakota products to take home, and music will be provided, including samples of 100% white whole wheat flour.
Those coming to the Expo will have the opportunity to sign up for Community Garden Plots, as producers sell an interest in their farming venture for the coming year, and then provide the buyer with a basket of veggies every week during the growing season.
The Food Expo is sponsored by the “What in the World is Going on?” program, a VCSU and community group that puts on six events during the year, about pertinent topics.

VALLEY CITY, N.D. (AP) - The Valley City Times-Record has a new
publisher.
The newspaper reports that Reed Anderson began his duties Monday. He has experience as a publisher of
weeklies and a shopper in Minnesota. He also has worked as a
carpenter and logger.
Anderson grew up in Illinois, graduated high school in
California and attended college in Minnesota. He earned a degree in
English and minored in philosophy at Bemidji State.
Jamestown, ND (KCSi-T.V. News Feb 21, 2012) -- The City of Jamestown has announced updates to street closures, downtown, stemming from last Friday’s (Feb 17, 2012) fire in the 300 block of First Avenue, North.
These area streets will be closed to motorists until further notice:
3rd St NW between 1st Ave and 2nd Ave NW
South Bound traffic on 1st Ave North from 4th St to 3rd St NW
Motorists should use alternate routes and use EXTREME caution in and around this area.
Jamestown, ND (KCSi-T.V. News Feb 21, 2012) -- The Jamestown City Fire Department was called out about 9:35 a.m. on Tuesday (Feb 21, 2012), to a smoke report at an apartment at 1600 11th Avenue, Northeast, apartment 19
Fire fighter Jerry Kainz said the fire was cooking related.
The fire was reported out about 9:45 a.m., with the units ventilating smoke from the building.
No injuries were reported.
Jamestown, ND (KCSi-T.V. News) -- At Monday’s (Feb 20, 2012) Jamestown Public School Board meeting, the panel discussed Jamestown High School, athletics.
The discussion concerned more out-of-state opponents games.
High school activity Director, Jim Roaldson, high school activity director, said teams can only compete up to 150 miles outside of North Dakota’s borders.
He asked to allow himself and coaches to look at scheduling.
He said Jamestown High School could find more appropriate competition in Minnesota and South Dakota, for invitational tournaments, while saving travel cost incurred by traveling to the far west part of North Dakota.
The school board unanimously approved removing a part of the district’s policy, with the second and final reading at later meetings.
The school board also supports starting scheduling tournaments for next year, if possible.
The topic of head injuries was also discussed, as brain scans will be used if an athlete suffers a concussion.
All high school athletes will spend 45 minutes getting a neurological reading from the system, to determine the athlete’s recovery process, with data provided to coaches and parents.

FARGO, N.D. (AP) - The mayor of Fargo has ordered the flag at
Fargo City Hall to fly at half-staff in remembrance of four North
Dakota State University students killed in a Minnesota traffic
accident.
Mayor Dennis Walaker says officials want to honor the lives of
the four female students killed near Alexandria, Minn., Monday
afternoon. He says the flag will remain lowered for the rest of the
week.
The Minnesota Highway Patrol says the students were from
Minnesota and heading back to North Dakota State University when
the accident occurred along Interstate 94.
The women killed were identified as Lauren Peterson of Prior
Lake, Megan Sample of Rogers, Danielle Renninger of Excelsior, all
18, and 19-year-old Jordan Playle of Elk River.
BISMARCK, N.D. (AP) - Plans are under way to detour heavy truck
traffic around several cities in western North Dakota's oil patch.
Gov. Jack Dalrymple announced Tuesday that a $10 million
temporary highway bypass is slated to be completed this summer in
Williston. A similar $6 million project also is scheduled to be
completed this summer in New Town.
Dalrymple says similar bypass projects are being planned for
Watford City, Dickinson, Alexander and Killdeer.
The projects were announced after state officials toured western
North Dakota last month and heard from residents about the rapid
growth in the oil patch.
Dalrymple says North Dakota has spent about $400 million in the
past few months to address problems associated with record oil
production. He says more than $800 million is still available to
address issues.
In sports....
MINNEAPOLIS (AP) - The Minnesota Vikings say the organization
has reached a tentative deal with the University of Minnesota on
how much the team will pay to use TCF Stadium while a new Vikings
stadium is being built.
Vikings spokesman Lester Bagley declined to name a dollar
amount, but said the "agreement in principle" would add about
3,000 temporary end zone seats to the 50,000-seat stadium. Bagley
says other details need to be resolved before both parties sign off
on the deal.
The Star Tribune says the Vikings paid $1.7 million to play a game at TCF Stadium after the Metrodome roof collapsed in December 2010.
In world and national news...
WASHINGTON (AP) - The White House is apologizing for the burning
of Muslim holy books in a pile of garbage at a U.S. military base
in Afghanistan. Press secretary Jay Carney says it's a "deeply
unfortunate incident" and doesn't reflect the respect the U.S.
military has for the religious practices of the Afghan people. He
echoed military officials in saying that the Quran burning happened
unintentionally. It prompted angry protests.
BEIRUT (AP) - At least 30 people are reported dead in the
Syrian city of Homs, as military gunners Tuesday pounded rebel strongholds there. Activists say more than 30 others were killed in a
mountainous region to the north after government forces raided a
town in pursuit of regime opponents. The Red Cross is calling for a
daily two-hour cease-fire so it can deliver emergency aid.
NEW YORK (AP) - The gains on Wall Street Tuesday haven't been much
-- but they've been enough to put the Dow industrials over the
13,000 mark a couple of times. That's a level that the blue-chip
index hasn't seen in nearly four years. In fact, it fell to about
6,500 in March of 2009 -- half of today's level.
WASHINGTON (AP) - A white student who was denied a spot at the
flagship campus of the University of Texas is going to have her
appeal heard by the U.S. Supreme Court. It's the first time the
court will deal with affirmative action in higher education since
its decision in 2003 that endorsed the use of race as a factor in
admissions.
SHELBY, Mich. (AP) - Mitt Romney Tuesday was wading into the
social and religious issues that have helped fuel rival Rick
Santorum's rise. At a town hall in Michigan, Romney repeatedly was
asked about religious freedom, abortion, gay marriage and other
topics he has largely avoided during the campaign. Today he
criticized Santorum and said Michigan's tea party voters won't
support the former senator when they learn more about his record.
He also said President Barack Obama has governed with "a secular
agenda" that has hurt religious freedom.
